stopped much suffering would be entailed upon very many Chinese who

had for the past 50 years been engaged in the trade, which had grown

up owing to the difficulty in stopping it.

He suggested, therefore, that the Hongkong Government

should ask that this trade be legalised by China and he supplemented

the suggestions made in the clause under discussion by suggesting

that dealing in salt in Hongkong might be better controlled by making

it a monopoly.

If Hongkong did not ask for the export to Hongkong to be

permitted from China, he feared that the Chinese Authorities would

continue to prohibit its export and would look to Hongkong to

co-operate by prohibiting the import into Hongkong.

The Colonial Secretary said that he understood the Chinese

preferred Chinese salt to that imported from other countries, and

that a considerable trade was done in imported Chinese Salt. After

discussion it was agreed that while the Hongkong Government was

not prepared to prohibit the import of salt from China it might,

in the interests of the latter's revenue, take steps for the better

control of the trade in salt along the lines suggested in the clause,

and oblige importers of salt to place their salt in licensed ware-

houses from which it could not be moved or exported without permit.

Special arrangements would have to be made at outstations, like Tai

O and Castle Peak, where salt is manufactured.

OLAUSE III.

His Excellency demurred to the examination of cargo, and

payment of duty thereon, in Hongkong being made obligatory.

It was

agreed that it would be sufficient to make it obligatory for the

launch to deposit her manifest, copy of which would be supplied to

the Imperial Maritime Customs, the dues being paid at the nearest

Imperial Maritime Customs station. In regard to this launch traffio

the Imperial Maritime Customs would impose full penalty of

confiscation
